It looks like it says "I will keep my wearer warm, warm all over their head. Even the tip of their nose, though cover it I don't." [And even if that wasn't the charm on it, when Sophie speaks it, it seems to wrap around the item itself. Just gently tucking itself in on the primary charm.]
